As is known, a survey is currently being conducted among residents of Berlin in connection with the creation of a consolidated rent index (Mietspiegel).
The Mietspiegel reflects the rent level established by the city authorities at the district and municipal levels. Based on these indicators, which may fluctuate periodically, landlords (property owners) and tenants can easily determine the current rental rates in their chosen area.
It is important to remember that rental relations in the field of housing in Germany are strictly regulated by law, protecting both landlords’ and tenants’ rights.
This means that arbitrary or excessive rent increases are not permitted, and the frequency of such adjustments is limited. Terminating a rental contract unilaterally is impossible without valid reasons and adherence to statutory notice periods. The law clearly defines the grounds and timelines under which a rental relationship may end.
The purpose of the survey is to gather structured data based on residents’ opinions and preferences for a comprehensive and reliable analysis of rental prices across the city and to define fair rent levels.
The first stage of the survey began at the end of August. It is being carried out both online and in writing — through questionnaires and random personal interviews conducted by staff from the Hamburg-based ALP Institut für Wohnen und Stadtentwicklung GmbH, which specializes in housing market and urban development studies. This institute was commissioned by the Berlin Senate Department for Urban Development, Construction and Housing (SenStadt) to compile the city’s Mietspiegel.
Now, the most important part!
SenStadt has received information about fraudsters who ring doorbells and falsely introduce themselves as “survey specialists” collecting data for the Mietspiegel project. These individuals are believed to be seeking personal information for fraudulent purposes.
It is therefore important to note that legitimate interviewers working on behalf of SenStadt never appear without prior notice and always schedule appointments in advance. They can also present identification from the ALP Institut für Wohnen und Stadtentwicklung GmbH.
Moreover, the survey concerns only rental prices and housing or building equipment and features, and never personal data.
